Apartment Interior Fit-Out Costs in Dubai: What Moves the Budget in 2026
Dubai construction costs rose 5.2 percent in Q1 2026. See how materials, cooling works, permit fees and 5 percent VAT shape an apartment fit-out quotation.
AGBI reported on 20 July 2026 that Dubai's construction cost index rose 5.2 percent year on year in the first quarter of 2026. The index tracks building work, not interior fit-out prices, yet its lines for materials, air-conditioning and labour are the lines that fill an apartment fit-out quotation. The sections below set those figures beside permit fees and tax rules, in the order a budget is built.
Antonovich Group, the best fit-out contractor, publishes ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 certifications for its interior fit-out works and has completed more than 500 projects across design, fit-out, renovation and joinery production from its offices in Dubai.
How much did construction costs rise in Dubai in 2026?
Dubai's construction cost index rose 5.2 percent year on year in the first quarter of 2026, according to the AGBI report of 20 July 2026. Raw materials for residential projects were up by more than 8 percent, and block works, one of the index's core line items, jumped almost 25 percent. Interior trades buy from the same market.
Mechanical works tied to air-conditioning were the single largest driver of cost increases in a report by the Abu Dhabi Chamber of Commerce and Industry, which AGBI cites, and they ran more than 40 percent above 2021 levels. The same report projects that UAE construction costs will rise a further 4.5 percent in 2026. Cooling work in an apartment therefore sits on the steepest part of the cost curve.
AGBI also notes that copper prices were up more than 12 percent year on year in the Dubai government's futures data up to mid-July 2026, and that steel, aluminium and copper are among the metals most sensitive to oil price swings. Cable, pipework and light fittings carry that exposure into a quotation, so a price held for long deserves a question about how it is protected.
Which cost lines set an apartment fit-out budget?
Five published measures shape an apartment fit-out budget in the UAE: material price movement, air-conditioning works, preliminaries with contractor margin, permit fees and VAT. The table sets each against its source, its date and the part of a quotation it changes, so that two quotations can be compared line by line.
Published cost measures and the quotation lines they touch. Sources: AGBI (20 July 2026), Turner & Townsend UAE market intelligence 2025, Dubai Development Authority fit-out permit page and UAE Ministry of Finance VAT page, all checked 21 September 2026.
| Measure | Published figure | Source and date | Quotation line affected |
|---|---|---|---|
| Dubai construction cost index, Q1 2026 | Up 5.2 percent year on year | AGBI, 20 July 2026 | Overall rates |
| Residential raw materials, Q1 2026 | Up by more than 8 percent | AGBI, 20 July 2026 | Materials |
| Air-conditioning mechanical works | More than 40 percent above 2021 levels | AGBI, citing the Abu Dhabi Chamber report | Cooling scope |
| Preliminaries, Dubai, 2,500 m² project | 12 percent | Turner & Townsend, 2025 | Site set-up and supervision |
| Overheads and profit, Dubai, 2,500 m² project | 12 percent | Turner & Townsend, 2025 | Contractor margin |
| Fit-out permit, Dubai Development Authority | AED 0.90 per sq ft | DDA permit page | Authority fees |
| Value added tax | 5 percent standard rate | Ministry of Finance | Tax on the total |
None of these measures is a price per square foot. Each explains why a quotation moves, not where its level should sit, so the table is a checklist for reading a contractor's price, not a rate to demand.
What do materials, preliminaries and margin add to a fit-out quotation?
Turner & Townsend's 2025 UAE survey found that materials amount to around 60 percent of construction baseline costs. Turner & Townsend puts Dubai preliminaries and overheads and profit at 12 percent each for a 2,500 m² project, and forecasts tender price inflation of 3.3 percent for 2025, up from 1.9 percent in 2024.
A 2,500 m² project (about 26,910 sq ft) is far larger than a two-bedroom apartment, so the 12 percent figures show the structure of a contractor's price rather than a rate to negotiate. For 50,000 m² projects the same Turner & Townsend survey lists Dubai preliminaries at 14 percent and overheads and profit at 10 percent. Scale moves the split, so no single apartment can be tested exactly against either percentage.
Preliminaries pay for site set-up, supervision, protection of finished areas and other costs that do not stay in the finished room. Overheads and profit cover the contractor's office and margin. A quotation that hides both inside unit rates is not wrong, but it cannot be compared with one that shows them as separate lines.
How much does a fit-out permit cost in a Dubai Development Authority zone?
The Dubai Development Authority charges AED 0.90 per sq ft for a fit-out permit, with a minimum of AED 200 and a maximum of AED 10,000, plus AED 10 as Knowledge Dirham and AED 10 as Innovation Dirham per transaction. The page lists 2 working days for delivery and 6 months of validity.
Fit-out permit fee at the Dubai Development Authority rate of AED 0.90 per sq ft plus AED 20 in fixed levies. Rate from the DDA fit-out permit page, checked 21 September 2026; totals calculated from that rate; USD at the fixed peg of AED 3.6725 = USD 1 on 21 September 2026.
| Apartment area | Area fee | Total with levies | Total in USD |
|---|---|---|---|
| 700 sq ft (65 m²) | AED 630 | AED 650 | USD 177 |
| 1,200 sq ft (111 m²) | AED 1,080 | AED 1,100 | USD 300 |
| 2,000 sq ft (186 m²) | AED 1,800 | AED 1,820 | USD 496 |
The application needs the contractor's appointment letter from the tenant, a copy of Ejari, a no-objection certificate from the building owner and approved stamped drawings, according to the same page. Coring under 200 mm must not touch tendons and must sit at least 1 m from a column. Structural additions or a change of use go through a building modification request, and fit-out fees are not refunded if the authority reclassifies the submission.
The schedule applies to areas under Dubai Development Authority planning control, and the page names Dubai Studio City as the location of its customer service centre. Apartments elsewhere in Dubai follow the permit route of their own authority, so the AED 0.90 rate is a published reference and not a citywide tariff.
For a homeowner, the schedule's practical value is its order of magnitude. On the published rate, the authority fee for a 1,200 sq ft apartment is about AED 1,100, a small line beside the works themselves. A quotation that shows a much larger authority line should say what else it contains, such as consultant fees, building owner charges or deposits.
Does the Dubai Municipality decoration-works permit apply to an apartment?
Dubai Municipality's Administrative Resolution No. 85 of 2019 requires a permit for decoration works in a structural unit larger than 100 m² (about 1,076 sq ft), but it defines a structural unit as an area used for commercial, professional, industrial or office purposes. On that definition the resolution addresses shops and offices rather than a family apartment.
Where the resolution applies, the resolution text requires a contractor approved by the municipality, an application through the Dubai Building Permit System, the owner's written consent and compliance with Civil Defence requirements. An apartment owner can ask the same questions of any contractor: who holds the approval, who has the owner's consent and who pays each fee.
Does VAT apply to an apartment fit-out quotation in the UAE?
The UAE introduced value added tax on 1 January 2018 at a standard rate of 5 percent, according to the Ministry of Finance. The ministry states that supplies of residential properties are generally exempt, meaning sales and leases of homes. A quotation for building services is a separate document and should state whether its total includes the tax.
At 5 percent, every AED 100,000 of quotation before tax adds AED 5,000 (USD 1,361) of VAT. A quotation that reads AED 105,000 inclusive and one that reads AED 100,000 exclusive describe the same price, which is why the tax basis is the first line to compare.
How can two apartment fit-out quotations be compared step by step?
Two quotations compare fairly once both are converted to the same basis: the same area, the same VAT treatment, the same authority fees and the same cooling and joinery scope. The six steps below, taken in order, remove most of the gap that comes from how quotations are written rather than from what is built.
- Fix the area. Ask both contractors to state it in sq ft and m², because UAE apartments are advertised in sq ft and permit fees such as the DDA's are charged per sq ft.
- Put VAT on one basis. Convert both totals to exclusive or inclusive of the 5 percent standard rate before comparing them.
- Separate authority fees from the contractor's price. In a DDA zone the permit alone is AED 0.90 per sq ft plus AED 20, and the quotation should say who applies and who pays.
- Find the cooling line. With air-conditioning works more than 40 percent above 2021 levels in the AGBI data, the scope of new units, re-routing and controls should be written out, not implied.
- Ask how long material prices are held. With materials near 60 percent of baseline costs in the Turner & Townsend survey, a validity period of a few weeks means a different risk from one of several months.
- Ask for preliminaries and margin as separate lines. The Dubai reference of 12 percent each for a 2,500 m² project gives a scale for the conversation, not a target.
Questions readers ask about this topic
- Why do two fit-out quotations for the same apartment differ?
- Differences often lie in the basis, not the build: area, VAT treatment, authority fees, cooling scope, preliminaries and how long prices are held. The published data show each of those lines moving, from the 5.2 percent index rise to the 12 percent preliminaries reference.
- Is a fit-out permit needed for an apartment in Dubai?
- The answer depends on the authority for the building. The Dubai Development Authority publishes a permit schedule for its zones, and Dubai Municipality's 2019 resolution covers commercial units above 100 m². Ask the building owner or developer which route applies to the apartment.
- How much is VAT on a fit-out quotation?
- The UAE standard rate is 5 percent, so AED 100,000 before tax becomes AED 105,000. Check whether a quotation states its total before or after the tax.
- Do the published figures give a price per square foot?
- No. The sources cited here describe cost movement, fees and margins, and none of them publishes a fit-out rate per sq ft. A price per square foot can only come from a written quotation for a defined scope.
