Dubai splits building control between Dubai Municipality, the Dubai Development Authority and Trakhees according to where a plot sits, and an application filed with the wrong one is closed rather than transferred. Dubai assigns building control to DM, DDA or Trakhees by the location of the plot

Building control for interior fit-out and modification work in Dubai belongs to Dubai Municipality (DM) on mainland plots, to the Dubai Development Authority (DDA) in the TECOM free zone clusters, and to Trakhees, the regulatory arm of the Ports, Customs and Free Zone Corporation, in the special development zones created by Decree No. 22 of 2009, with DIFC and DMCC running their own building departments inside their own boundaries. The authority follows the plot, not the owner or the contractor, and the consultant guide from Dar Al Naseeb dated 6 August 2026 states the consequence in one sentence: an application filed with the wrong authority is not transferred, it is closed.

Dubai Municipality requires a decoration works permit above 100 square metres

Dubai Municipality requires a decoration works permit for any commercial, professional, industrial or office unit whose area exceeds 100 square metres, under Administrative Resolution No. 85 of 2019 issued on 17 March 2019, and the permit is applied for by a contractor approved by Dubai Municipality through the decoration works permit self-service on the electronic system. The text of Administrative Resolution No. 85 of 2019 on the Dubai Legislation Portal defines a structural unit as any area of a building designated for commercial, professional, industrial or office use and licensed as an independent business unit, requires the written consent of the owner and compliance with Local Order No. 3 of 1999 and with Civil Defence requirements, and states that the prescribed fees must be paid. Article 4 exempts a unit of 100 square metres or less and any unit inside a trade centre. The resolution sets no fee amount and no fine amount; those come from the consultant guides below.

Dar Al Naseeb, a Dubai approvals consultancy, published a guide to Dubai Municipality approvals on 15 April 2026 that reports the official permit fee as AED 1.00 per square foot of built-up area with a minimum of AED 200, and gives the review time for each permit type. The Dar Al Naseeb DM approvals guide also reports that Al Sa'fat Silver is mandatory for all new DM building permits in 2026, that an unregistered contractor invalidates a building permit system submission, and that drawings are submitted as DWG files from AutoCAD 2018 or later at a maximum of 15 MB per file.

The same guide reports the fine schedule that Dubai Municipality applies: AED 5,000 for a first unauthorised residential construction offence, AED 10,000 to 50,000 for commercial premises depending on built-up area, AED 500 to 2,000 per day while the violation continues, AED 3,000 to 15,000 per deviation from approved drawings, and AED 5,000 for using an unregistered contractor.

The Dubai Development Authority charges AED 0.90 per square foot and answers in 2 working days

The Dubai Development Authority charges AED 0.90 per square foot for a fit-out permit, with a minimum of AED 200 and a maximum of AED 10,000, plus AED 10 as Knowledge Dirham and AED 10 as Innovation Dirham, and delivers the permit in 2 working days with a validity of 6 months, according to the DDA fit-out permit service page. The DDA page is the only primary fee page among the three authorities that the editorial team could fetch in September 2026, so the DDA figures are the only fee figures on this page that come from the authority itself.

The DDA page lists the documents the contractor submits: the fit-out permit request form, a contractor appointment letter from the tenant, a copy of the Ejari registration, an NOC from the building owner, NOCs from the relevant authorities, and the approved stamped drawings together with the proposed drawings. The page states that a Dubai Civil Defence completion certificate is required before the fit-out completion certificate is issued, that no fit-out fee is refunded if DDA finds that the submission should have been a building modification, and that any coring is limited to less than 200 mm in diameter and at least 1 metre from a column.

Trakhees approves Palm Jumeirah and JAFZA work after the Nakheel NOC

Trakhees approves interior modification work on Palm Jumeirah, Jumeirah Islands, JAFZA and Dubai Maritime City through its Civil Engineering Department (CED), and on Palm Jumeirah the application follows a fixed sequence: a Nakheel NOC first, then the Trakhees CED permit, then a Dubai Civil Defence NOC for any structural work, according to Dar Al Naseeb's Palm Jumeirah permit guide of 10 February 2026. The Palm Jumeirah guide reports a Nakheel NOC fee of AED 2,000 to 5,000 with a refundable deposit of AED 5,000 to 20,000 depending on scope, a Trakhees CED permit fee of AED 3,000 to 15,000, Nakheel processing of 7 to 15 working days, Trakhees technical review of 5 to 15 working days, and a total of 4 to 8 weeks when the submissions run in parallel. The NOC is valid for 6 months.

Trakhees runs its own accreditation scheme for the consultants who sign the drawings. Circular CEDGR-7 of 5 May 2015 colour-codes the programmes, turquoise and blue for architects, grey for structural and specialist engineers, yellow for MEP and red for marine, and states that accredited resident or site engineers, the green and orange programmes, are not required for a modification permit, although the accredited site engineer must be present during the site inspection. A villa extension on a Palm frond also needs a geotechnical investigation with a minimum of two boreholes within 3 metres of the plot boundary, priced by Dar Al Naseeb at AED 5,000 to 15,000.

Master developers such as Emaar issue the NOC that comes before every permit

A master developer's NOC comes before any authority permit in the planned communities that cover most of Dubai's villa stock, and Emaar's process, documented by Dar Al Naseeb on 22 May 2026, charges a non-refundable review fee of AED 500 at portal submission, a refundable security deposit of AED 3,000 to 10,000, and a GFA fee of AED 700 per square foot of new built-up area in standard Emaar villa communities or AED 1,000 per square foot in Emirates Hills. The Dar Al Naseeb Emaar guide lists the Emaar communities the process covers, among them Arabian Ranches 1, 2 and 3, Dubai Hills Estate, Emirates Hills, The Meadows, The Springs, The Lakes, The Views, Victory Heights and Emaar South, and separates works that need only the NOC from works that need the NOC plus a Dubai Municipality permit.

Works that need only the Emaar NOC, according to the guide:

  • Interior painting, including a colour change.
  • Flooring replacement with no change of level.
  • A kitchen or bathroom remodel in the same layout.
  • Removal of a non-load-bearing internal wall.
  • Exterior paint.
  • Replacement of an AC unit in the same location.

Works that need the Emaar NOC and a Dubai Municipality permit:

  1. Modification of a load-bearing wall.
  2. A room addition or any increase in built-up area.
  3. An attached pergola.
  4. A new swimming pool.
  5. A change to a boundary wall.

Emaar answers an interior modification NOC in 5 to 7 working days, an external works application in 10 to 15 working days and an extension in 14 to 21 working days, returns the deposit 14 to 21 working days after a successful inspection, and blocks the sale of a villa until an NOC confirms no outstanding violations, which the guide prices at AED 2,000 to 20,000. Working hours are Saturday to Thursday, 8:00 am to 5:00 pm, with noisy works limited to 9:00 am to 4:00 pm and no work on Friday. No GFA fee applies to works that do not increase built-up area, and a structure over 50 square metres needs a wind load analysis.

A Dubai fit-out application needs the same core documents under every authority

A Dubai fit-out or modification application under any of the three authorities needs the same core set: proof of ownership or tenancy (a title deed, a plot plan or an Ejari registration), the owner's or developer's NOC, existing and proposed architectural drawings, MEP drawings where services move, structural drawings with calculations where a wall or slab is touched, and fire and life safety drawings for Civil Defence. The DDA page adds the contractor appointment letter and the stamped approved drawings; the Dubai Municipality resolution adds the written owner consent and the approved-contractor condition; Trakhees adds accredited-consultant stamps.
