Al Sa'fat and Estidama Pearl: the green building requirements that reach inside a UAE home

Dubai's Al Sa'fat and Abu Dhabi's Estidama Pearl Rating System are building codes, but many of their clauses land on the interior: the glass in the window, the flow rate of the shower, the VOC content of the paint and the formaldehyde in the joinery. This article quotes those clauses with their numbers and limits from the regulation texts and says which edition each figure belongs to.

Al Sa'fat replaced the Dubai Green Building Regulations in 2020 and its Silver tier is mandatory

Al Sa'fat, the Dubai Green Building System, replaced the Dubai Green Building Regulations and Specifications from 19 October 2020, was reissued in a second edition in January 2023, and sets Silver Sa'fa as the mandatory minimum for all new buildings, with Golden Sa'fa and Platinum Sa'fa as voluntary higher tiers, according to the Al Sa'fat page of Dubai Municipality. Dubai Municipality issued the original regulations in 2010, approved Al Sa'fat as a rating system in 2016, applied it first to new government buildings and then, in phase two, to all types of buildings.

Property Finder's guide of 17 February 2026 gives the certificate validity by building type: five years for Gold and Platinum, fifteen years for Silver on non-villa buildings, and an indefinite Silver certificate for private villas and industrial buildings, and states that Al Sa'fat applies to all new constructions and to additions and modifications submitted after the effective date, according to the Property Finder guide. The guide counts more than 55,000 buildings in Dubai applying green building standards.

The current regulation text is the second edition of January 2023, a 75-page document hosted by Dubai Municipality, and every clause number and limit on this page that carries no other label comes from that document. The second edition moved a number of numeric limits into the Dubai Building Code and now cites the code by clause; where that happened, this page quotes the earlier edition's figure as well, labelled as such, because it is the last figure printed in the regulation itself.

Al Sa'fat table 501.01 limits glazing by U-value, shading coefficient and light transmittance

Clause 501.01 of the January 2023 edition sets a roof U-value of 0.3 W/m2K for every tier and an external wall and exposed floor U-value of 0.57 W/m2K for Silver Sa'fa or 0.42 W/m2K for Golden and Platinum, and then limits glazed elements by three values that tighten as the window to external wall ratio rises: summer U-value, shading coefficient (SC) and light transmittance. The regulation uses shading coefficient, not solar heat gain coefficient, and the table below reproduces tables 501.01(2) to 501.01(4).

The same clause caps the total window to wall ratio of glazed facades for conditioned spaces at 40 percent of the gross wall area for residential buildings and 60 percent for all other building types, shopfronts excepted, and treats a glazed element with a back-insulated panel as a wall. Clause 501.02 adds a villa-specific rule: the average thermal transmittance of a villa's whole building envelope must not exceed 0.40 W/m2K. Clause 304.05 requires glazed elements on Golden and Platinum buildings that face between southeast and southwest (112.5 to 247.5 degrees) to be treated environmentally, with an exemption where building-integrated photovoltaics are used. Al Sa'fat sets indoor air, paint, carpet and materials rules inside the building

The January 2023 edition of Al Sa'fat sets four rules that a fit-out contractor meets inside the building: a pre-occupancy indoor air quality test with numeric limits, Dubai Central Laboratory certification for every paint, coating, adhesive, sealant and carpet, a regional materials share by cost, and a recycled content share for the upper tiers, while it refers thermal comfort, water fittings, lighting power density and composite wood to named clauses of the Dubai Building Code.

The earlier four-tier edition of the regulation text, which listed a Bronze Sa'fa below Silver and is mirrored by WKC Group, printed the numbers that the 2023 edition now delegates: a thermal comfort band of 22.5 to 25.5 degrees Celsius dry bulb at 30 to 60 percent relative humidity for 95 percent of the year, showerheads at 8 litres per minute, hand wash basins at 6, kitchen sinks at 7, dual flush toilets at 6 and 3 litres with dual flush compulsory, urinals at 1 litre or waterless, an interior lighting power density of 10 W/m2 for offices, hotels and restaurants and 14 W/m2 for retail, and a ban on added urea-formaldehyde resins in interior composite wood. The earlier text also stated the cooling design conditions for Dubai: an outdoor dry bulb temperature of 46 degrees Celsius, a wet bulb temperature of 29 degrees, and indoor conditions of 24 degrees at 50 percent relative humidity plus or minus 5 percent. The Pearl Villa Rating System scores an Abu Dhabi villa from 1 to 5 Pearls

The Pearl Villa Rating System (PVRS), version 1.0 of April 2010, published by the Abu Dhabi Urban Planning Council under the Estidama programme, awards 1 Pearl to a villa that meets every mandatory credit and adds Pearls at 30, 44, 57 and 70 additional credit points, out of a maximum of 90 points across six categories plus 3 bonus points for innovation. The PVRS document, 131 pages, is now hosted by the Department of Municipalities and Transport, and Alpin, an Abu Dhabi sustainability consultancy, states in its Estidama certification guide that all buildings in Abu Dhabi must achieve at least 1 Pearl and all government-funded buildings at least 2 Pearls, with the Pearl Building Rating System for non-villa buildings needing 60 additional points for 2 Pearls against the villa system's 30.

The mandatory credit RE-R1 gives a prescriptive route with area-weighted U-values of 2.2 W/m2K for fenestration, 0.14 for the roof, 0.32 for walls and 0.15 for floors, a maximum solar heat gain coefficient of 0.4, a glazing area below 15 percent of the conditioned floor area, infiltration of at most 0.35 air changes per hour, air conditioning with a minimum seasonal average coefficient of performance of 3.4, appliances of EU energy rating B or better, and external lighting switched by daylight sensors. The roof and wall values are tighter than Al Sa'fat's, and the glazing value looser, which reflects a document written for low-rise villas with small windows.

PVRS credit LV-6 sets gram per litre VOC limits that Al Sa'fat leaves to certification

PVRS credit LV-6, Material Emissions, is the clause that gives an Abu Dhabi villa specification its numbers: one credit point when all adhesives, sealants, paints and coatings meet the limits, and a second point when all carpet, hard flooring and ceiling systems and every product containing formaldehyde meets them. Paint limits follow Annex II, Phase II, Table A of European Directive 2004/42/CE, and adhesive limits follow SCAQMD Rule 1168.

  • Interior matt walls and ceilings: 30 g/l water-based, 30 g/l solvent-based.
  • Interior glossy walls and ceilings: 100 g/l either base.
  • Interior trim and cladding paints for wood and metal: 130 g/l water-based, 300 g/l solvent-based.
  • Trim varnishes and wood stains: 130 g/l water-based, 400 g/l solvent-based.
  • Primers: 30 g/l water-based, 350 g/l solvent-based.
  • Indoor carpet adhesive, carpet pad adhesive, sub-floor adhesive, cove base adhesive, plasterboard and wall panel adhesive: 50 g/l.
  • Ceramic tile adhesive: 65 g/l; multipurpose construction adhesive: 70 g/l.
  • Wood flooring adhesive and structural glazing adhesive: 100 g/l; architectural sealants: 250 g/l.

The credit requires fungal resistance for all paints and coatings, CRI Green Label, Green Label Plus or Greenguard certification for carpet, FloorScore or Greenguard for hard flooring, class E1 formaldehyde for wood flooring tested to BS EN 14342:2005 with pentachlorophenol below 5 ppm, and class E1 for all internal construction materials and installed furniture. Credit LV-8 awards a point when a daylight illuminance of 200 lux reaches 50 percent of the net floor area of each living area and bedroom under a CIE clear sky, home theatres excluded.

PVRS water credit PW-R1 fixes the baseline flow rates for an Abu Dhabi villa

PVRS credit PW-R1, Minimum Interior Water Use Reduction, sets the baseline flow rates that the Villa Water Calculator starts from: private bathroom taps at 6 litres per minute at 417.7 kPa, showerheads at 9.5 litres per minute at 551.6 kPa, kitchen sink faucets at 6 litres per minute, bidets at 6 litres per minute and dual flush toilets at 6 and 4 litres per cycle. Credit PW-2.1 awards 2 points for landscape irrigation below 4 litres per square metre per day and 4 points below 2 litres, and credit PW-1 offers up to 10 points for interior water use reduction beyond the baseline.

The Dubai and Abu Dhabi rules meet in the bathroom: a shower that draws 8 litres per minute under the earlier Al Sa'fat text or 9.5 litres per minute under the PVRS baseline, running for ten minutes a day, uses 29.2 to 34.7 cubic metres a year, or 2.4 to 2.9 cubic metres a month, a small share of the 27 cubic metre first DEWA water slab for one fitting, but the figure stacks with every other tap in a villa.
